SIEF: Call for Proposals

SIEF: Call for Proposals
SIEF: Call for Proposals

We are very pleased to announce the second call for program impact evaluation proposals under the Strategic Impact Evaluation Fund (SIEF). This multi-donor trust fund, supported by DFID and administered by the World Bank's Human Development Network, promotes rigorous evidence-based decision making in development policies and programs designed to alleviate poverty.

Similar to the first call for proposals in 2012, this second call focuses on thematic clusters chosen for their strategic policy relevance: (i) early childhood nutrition, health, and development; (ii) water supply, sanitation, and hygiene linked to human development outcomes; (iii) basic education service delivery; and (iv) health systems and service delivery. Within these clusters, impact evaluation teams may consider a range of program types as outlined in the cluster notes below.

The application process is a two-step process. The first stage requires completing the online SIEF Proposal Form and submitting a completed Budget Proposal Template by email by 5:00 P.M. (EST) November 1, 2013 to siefproposals1@worldbank.org. Following a review of the proposals submitted by the November 1, 2013 deadline, SIEF will make an initial selection of proposals.

In the second stage, these selected proposals will receive seed funding up to US$25,000 to develop a full technical proposal with detailed budget for the impact evaluation. Selection in the first stage is not a guarantee of funding beyond the seed funding. Following submission of the full technical proposal and accompanying materials, SIEF will make a final selection of proposals to receive funding. Please see the full Call for Proposals, application materials and FAQs for further details on how to apply.

Thematic research clusters:
  1. The Basic Education Service Delivery Cluster includes a focus on the following areas:

    • Accountability in public education, including the impact of teacher incentives on teacher performance and student learning.
    • Non-state sector in basic education service delivery, including combining public financing with private management.

Previously Funded Evaluations in Basic Education Cluster

  2. The Water, Sanitation, and Hygiene for Sustainable Human Development Cluster includes a focus on the following areas:

    • Impact (and cost-effectiveness) of access, quality, and service provision interventions on human development outcomes, particularly nutrition and selected health and economic outcomes.
    • Sustainability and effectiveness (including cost-effectiveness) of service delivery mechanisms, with a strong interest in comparative approaches.

Water, Sanitation, and Hygiene for Sustainable Development Cluster Note

Previously Funded Evaluations in Water and Sanitation Cluster

  3. The Early Childhood Nutrition, Health, and Development Cluster includes a focus on the following areas:

    • Impact of interventions tailored to children in first 1,000 days (conception up to 2 years old) on child outcomes (e.g., birth weight, physical growth, and cognitive and socio-emotional development) including the assessment of effectiveness of programs combining early child development and nutrition interventions in different contexts.
    • Multi-sectoral, integrated approaches to improve child nutrition/growth/development through water/sanitation programs; conditional cash transfer/social safety net programs; and nutrition-sensitive agriculture interventions such as biofortified crops, among others.
    • Sustainability and effectiveness (design and operation) of at-scale programs as well as experimentation with cost-effective and scalable pilots.

Early Childhood Nutrition, Health, and Development Cluster Note

Previously Funded Evaluations in Early Childhood Cluster

  4. The Health Systems and Services Delivery Cluster includes a focus on the following areas:

    • Impact (and cost-effectiveness) of health system reforms on health outcomes, including maternal, newborn, and child health outcomes.
    • Impact of interventions on demand-side health-related behaviors, including those relating to decisions to seek care from qualified providers.

Health Systems and Services Delivery Cluster Note

Previously Funded Evaluations in Health Cluster
Over the course of the five-year program, SIEF expects to finance over 50 impact evaluations and allocate nearly $25,000,000, close to half of which was allocated in the evaluations selected in the first call for proposals last year.
